In fulfillment of the requirements of the Broader Public Sector Executive Compensation Act, 2014, TVO has released for public consultation its executive compensation program.
TVO’s complex role as the technological extension of the public education system requires a unique mix of specialized training and experience in a range of fields. TVO delivers trusted kids’ educational content online and on TV, creative online math games for K-6, free online math support for students in grades 7-10, the province’s largest virtual high school, a collaborative online platform for teachers, and high-quality journalism that informs and engages through current affairs and documentaries.
TVO retained an external expert in compensation, Accompass, to provide advice on executive compensation. Based on a survey by Accompass of arts, culture, education, and science organizations in the broader public sector, TVO selected eight comparator organizations that were reviewed by the Minister of Education.
The new executive compensation caps do not represent an increase, and are set at no greater than the mid-point of executive compensation at the comparator organizations. The new bands set the upper end of total compensation that would be used when recruiting future executives.
The new executive compensation bands are $191,515 to $316,000 for the CEO position and $133,685 to $220,580 for the Vice President positions. Actual compensation for TVO’s current executive members is below the caps, as reported through annual salary disclosure.
TVO’s program sets a maximum annual increase to the executive pay envelope—the sum of the current annual salary and maximum available pay-for-performance compensation for all executives—of 2.5 per cent, in line with trends in the sector.
